HAGERSTOWN – City of Hagerstown planners have selected Urban Design Ventures, a consulting firm based in Homestead, Pennsylvania, to develop its next Five-Year Consolidated Plan and Analysis of Impediments to Fair Housing. This initiative, essential to the city’s housing and community development strategy, will be fully funded through federal Community Development Block Grant funds.
The city uses the five-year plan to outline goals and initiatives for addressing housing and community development needs. This updated plan, slated for submission to the federal Department of Housing and Urban Development next June, will guide policies and funding allocations for the next five years. It will also evaluate and propose measures to eliminate barriers to fair housing.
Urban Design Ventures was the sole bidder at $54,500. The firm’s experience with Hagerstown’s previous five-year plan in 2020 made it a strong candidate. City officials said they plan to present the contract for approval during a special session on Tuesday, Dec. 10.
“The preparation of this plan is critical for addressing the evolving needs of our community,” said Margi Joe, community development manager. “Urban Design Ventures’ proven expertise will help ensure a strategic and impactful approach.”
The process is expected to take six to seven months, involving data analysis, public consultations and collaboration with local stakeholders. The effort reflects the city’s commitment to equitable housing opportunities and sustainable urban development.
